These strategies may include the integration of:
- Crowd Care/Control Officers
- RSA Marshals
- Mobile/Virtual Patrols and Alarm Response Services
- Electronic Surveillance, Access Control and Alarm Systems
- Risk Management
Licensed Venues are required to operate in a complex environment where commercial outcomes often compete for priority with statutory compliance.
Some of the many acts of law that govern the activities or services that are provided within Licensed Venues are:
- The Liquor Control Reform Act 1998
- The Casino Control Act 1991
- The Gambling Regulation Act 2003
In the 2019-2020 year there were 7 prosecutions primarily for:
- a minor entering the Electronic Gaming Machine area of approved venue
- minor on licensed premises
- allow minor to gamble
- permitted a drunken or disorderly person to be on the licensed premises or on any authorised premises
Additionally, Licensed Venues experience a higher-than-average rate of criminal incidents when compared to other businesses.
For the year ending March 2021 there were 3685 Criminal Incidents recorded at Victorian Licensed Premises.

- Hold a current security license
- Hold a current driver’s license
- Hold a current Advanced First Aid and Provide Advanced Resuscitation certificates
- Undertake random Drug and Alcohol testing
- Complete annual conflict resolution and CPR Training
- Complete a Venue Induction as required.

RSA Marshals
Gippssafe Security’s RSA Marshal’s are employed to conduct RSA supervisory duties, including:
- monitoring responsible service of alcohol practices by staff
- engaging with staff and patrons to encourage responsible attitudes and practices in relation to the promotion, sale, supply, service and consumption of liquor
- monitoring alcohol consumption and patron behaviour for signs of irresponsible, rapid or excessive consumption of alcohol and for signs of intoxication
- intervening at an early stage to assist in preventing intoxication and anti-social behaviour (intervention may include suggesting that patrons moderate their alcohol consumption by consuming food or non- alcoholic beverages).
Covid-19 Marshal’s
Gippssafe Security’s COVID Marshals are responsible for monitoring a site’s compliance with its COVIDSafe Plan and additional industry-specific obligations. They play a vital role in supporting workers to follow COVIDSafe principles, and look for ways to continually improve a business’s COVIDSafe Plan, including entry screening, physical distancing, personal protective equipment (PPE), workplace bubbles, hygiene, cleaning and record-keeping requirements.
Gippssafe Security’s Mobile Patrol Services are used to detect and deter criminal activity and respond to alarm activations after hours.
Virtual Patrol Services
Gippssafe Security can install, maintain, or upgrade Electronic Surveillance, Access Control and Alarm Systems. These systems are cost effective networks of integrated devices that work to manage and monitor access to a specific area(s) or buildings.
Our Operators can perform a virtual walk through of the site in accordance with a schedule, or as the result of an alarm, allowing for greater visibility of the site, assisting to contribute to our client’s environmental objectives, whilst delivering real cost savings.
